The Assistant Director of Housing and Resettlement presented a report, which having been circulated prior to the meeting, to seek Cabinet approval to adopt the Housing Strategy 2026-2030.

 

RESOLVED:

 

That Cabinet:

 

1)    Noted the representations and comments received during the public consultation, together with the officer responses set out in Appendix 4; and

2)    Approved the adoption and implementation of the Housing Strategy 2026–2030; and

3)    Delegated authority to the Director of Place, in consultation with the Portfolio Holder for Communities and Place, to make minor future amendments to the Housing Strategy 2026–2030, including typographical, formatting, imagery and other non-material changes required to keep the documents accurate and up to date.

The Property Services Manager oresented a report, which having been circulated prior to the meeting, to seek approval to adopt the Councils Asset Management Strategy 2026-2028 as attached at Appendix 1 and note the Asset Management Action Plan (AMAP) at (exempt) appendix 2. This report also seeks to delegate authority to the Chief Executive in consultation with the leader of the Council the final list of properties that may be surplus to the Councils requirements for sale identified in the AMAP.

 

RESOLVED:

 

THAT Cabinet:

 

1)    Agreed to adopt the Asset Management Strategy 2026-2028 at appendix 1.

2)    Approved the proposals for the Council’s assets identified in the Asset Management Action Plan (as shown on the attached plans outlined in red on Appendix 2) for further development.

3)    Declared surplus to the Councils requirements the land and property identified for disposal in the AMAP at appendix 2.

4)    Delegated authority to the Chief Executive in consultation with the Leader of the Council and Portfolio Holder responsible for Assets to approve any disposal or demolition of assets within the Asset Management and Action Plan and the method of disposal including the publication of any statutory notices if required.

5)    Delegated Authority to the Chief Executive in Consultation with the Leader of the Council and Portfolio Holder for Assets to accept the best offer for the Land and property in due course.

6)    Delegated authority to the Chief Executive in consultation with Legal Services to agree Heads of Terms and Conditions of Sale for the disposals and to secure any necessary consents for demolition.

The Assistant Director for Economic Growth & Regeneration presented a report, which having been circulated prior to the meeting, to seek approval of the Economic Growth Framework and Plan for Gedling, which sets out an ambitious strategy to accelerate Gedling’s local economy, through collaboration with private, public and third sector partners. It outlines a shared vision for economic growth, informed through extensive consultation, analysis of the local economy and strategic goals of Gedling Borough Council and stakeholders and identifies actions required to achieve it.

 

RESOLVED:

 

That Cabinet:

 

1)    Approved the Gedling Economic Growth Framework (2026–2030).

2)    Noted the findings within the appendices which have been considered as part of the Gedling Economic Growth Framework (2026–2030).

3)    Endorsed the delivery of the Framework through continued partnership working with local, regional and national stakeholders.

4)    Delegated authority to the Director of Place in consultation with the Deputy Leader and Portfolio Holder for Sustainable Growth and Economy to make minor future amendments to the Economic Growth Framework 2026-2030, including typographical, formatting, imagery and non-material changes required to keep the document accurate and up to date.

The Assistant Director for Economic Growth & Regeneration presented a report, which having been circulated prior to the meeting, to seek approval of the Gedling Visitor Economy Destination Management Plan (2026–2030), which sets out a coordinated approach to developing and promoting the Borough’s visitor economy. The Plan outlines a shared vision to enhance Gedling’s visitor offer, increase visitor numbers and spend, and strengthen the contribution of tourism, leisure and heritage to the Borough’s wider economic growth objectives.

 

RESOLVED:

 

That Cabinet:

 

1)    Approved the Gedling Visitor Economy Destination Management Plan (2026–2030) at Appendix E

2)    Noted the findings within the appendices which have been considered as part of the development of the Gedling Visitor Economy Destination Management Plan (2026–2030).

3)    Endorsed the delivery of the Plan through continued partnership working with local, regional and national stakeholders.

4)    Delegated authority to the Director of Place in consultation with the Deputy Leader and Portfolio Holder for Sustainable Growth and Economy to make future updates to the Visitor Economy Destination Management Plan (2026–2030.

The Deputy Chief Executive and Monitoring Officer presented a report, which having been circulated prior to the meeting, to present the Anti-Fraud and Corruption Strategy and its supporting appendices, including the Whistleblowing Policy Summary, Fraud Response Plan, Anti-Fraud and Corruption Action Plan 2026-27 and Anti-Money Laundering Policy, for approval by Cabinet.

That Cabinet:

 

1)    Approved the Anti-Fraud and Corruption Strategy and its supporting appendices.

2)    Noted that the strategy provides an updated corporate framework for preventing, detecting, investigating and responding to fraud, bribery, corruption and wider economic crime.

3)    Gave authority to the Chief Finance Officer, in consultation with the Monitoring Officer, to make minor amendments to reflect legislative, organisational or operational changes to the documents.

1)    Noted the details of the Annual Review letter from the Local Government and Social Care Ombudsman and the information in relation to the number of complaints dealt with by the Council through the internal complaint’s procedure in 2025/26.

1)    Noted the work that has been undertaken and continues to be done to ensure lawful compliance, good governance and efficacy in the operation and use of the Council’s surveillance systems.

2)    Noted that the policy provides an updated framework for raising, assessing, handling and reporting serious public-interest concerns connected to the Council.

3)    Agreed that authority be delegated to the Deputy Chief Executive and Monitoring Officer, in consultation with the Chief Finance Officer and Section 151 Officer, to make minor amendments to reflect legislative, organisational or operational changes.
