106Consideration was given to a report of David Wakelin, Corporate Director, which had been previously circulated. Cabinet was also presented with the Health and Wellbeing Strategy and the Draft Nottingham North East Commisioning Plan.
107Consideration was given to a report of Councillor Hope, Chair of the Overview and Scrutiny Committee which presented recommendations from a Domestic Violence Follow-up Review and a Review of On Street Parking.
108Consideration was given to a report of Stephen Bray, Corporate Director, which had been previously circulated, informing Cabinet of the recently agreed Equalities Objectives.
109PROGRESS REPORTS FROM PORTFOLIO HOLDERS

Councillor Allan (Portfolio Holder for Economic and Strategic Development) gave the following updates:

• A proportion of Growth Point funding would be allocated towards the acquisition of the former Druid's pub site and conversion into a new car park.

• Work on the Borough's aligned Core Strategy was progressing well and would be reported to the next meeting of Council.

• South Nottinghamshire College had expressed a commitment to lease the ground floor of Arnot House realising an ambition for a further education presence in the Borough.

• The Portfolio Holder had attended a recently held business seminar.

• A planning application for the installation of wind turbines had been determined at a recent Planning Committee; a notable achievement the day after the publication of new national planning policy.

Councillor Creamer (Portfolio Holder for Community and Employee Relations) gave the following updates:

• Television screens had recently been installed in the Civic Centre reception area. The screens were currently being tested and would soon be made available for community groups to display information.

• The Council's telephone lines had recently been upgraded and would be more resilient in future.

• Reorganisation of the Council's neighbourhoods and community function was underway and staff consultation was being carried out.

Councillor Pulk (Leisure and Culture) gave the following updates:

• A wide variety of sporting and cultural events had been arranged to mark the Olympics and Jubilee most notably a procession involving the Olympic torch from 1948.

• Four young residents of the Borough would be involved in the 2012 Olympic torch bearers' relay.

Councillor Hollingsworth (Health and Wellbeing) gave the following updates:

• A very successful Eco-stars awards presentation was recently held and was very well received. Staff were thanked for their efforts.

• An air quality seminar to reduce harmful emissions on the A60 had been arranged.

• The scheme to help the vulnerable during exceptionally cold weather had finished at the end of March although provision was in place to assist should the cold weather make an unexpected return.

• The Portfolio Holder had noted the Government's welfare reforms and measures to ensure vulnerable Borough residents would be protected were under discussion.

• New temporary accommodation for homeless families had been opened and was being made use of.

• The Council had been awarded a very welcome grant to bring empty homes back into use.

• The Local Authority Mortgage Scheme would be launched in April.

Councillor Feeney (Environment and Sustainability) gave the following updates:

• Replacement signs giving information on 2 hours of free parking had been delivered and would be installed shortly.

• Burton Road Park had been designated a Royal Park as part of the Queen's Jubilee celebrations.

Councillor Payne (Communications and Public Protection) gave the following updates:

•An injunction to prevent "car cruising" and other associated anti-social behaviour had been put into place on Netherfield Retail Park. The injunction was a multi-agency operation involving Nottinghamshire Police and the County Council. There had been significant interest from local media in the story and grateful assistance had been received from the Council's Communications and Community Safety teams. The injunction would be publicised to local residents via the next issue of Contacts Magazine.

• Recruitment days for the Special Constables to be based in the Borough would be held during April and all Councillors were asked to promote this in their wards.

Councillor Clarke reiterated the Council's gratitude to those involved in bringing about the injunction to prevent car-cruising. He also reported that he had recently attended an "invest in Nottingham" club and was optimistic for its future growth.
110Councillor Barnes asked Councillor Hollingsworth (Portfolio Holder for Health and Wellbeing) whether she was aware of the number of young carers in the Borough.

Councillor Hollingsworth replied that she would find out this information and share it with Councillor Barnes outside of the meeting.
