To seek approval as the accountable body to put in place arrangements for the creation of a Carlton Town Board and to ensure that appropriate processes are in place to ensure compliance with the Long Term Plan for Towns (LTPFT) £20 million funding award.

This decision will be taken under urgency procedures.

Reason for urgency:
The government has awarded £20 million of endowment style funding to Carlton over the next 10 years as part of Long-Term Plan for the Towns Initiative. The Council is the accountable body and the conditions of the funding require that a Carlton Town Board with an independent Chair is established by the 1 June 2024. The funding conditions requires the Board and accountable body to submit a 10-year plan and 3-year investment plan to government by the 1 November 2024. These plans must be informed by community and stakeholder engagement.

In view of the challenging timescales the Council, as the accountable body, is seeking an urgent decision to meet the stringent conditions of the LTPFT funding. The Council is seeking a decision to:
• Accept the £20 million LTPFT funding and conditions; and
• Appoint a Town Board independent chair; and
• Undertake consultation and engagement as per the requirements of the funding and develop the 10-year plan and 3-year investment plan; and
