Explanation of anticipated restriction:
The scheme will be delivered with a private owner (that of Carlton Square shopping centre). One planning application will be submitted to cover the entire project. However there will be a clear split of the financial information and therefore the financial information relating to their element of the scheme. For this reason this report is part exempt under the Local Government Act 1972 Schedule 12A Part 1 Section 3.

Two public consultation periods have been held to both inform the initial scheme and a subsequent scheme that reflected on issues raised. A formal response may also be submitted through the Planning Application process for this scheme.
