Decisions

To seek authority to reopen public conveniences in the borough as detailed in the report and in line with government guidance.

THAT the Leader of the Council:

1)    Authorises the reopening of public conveniences in the Borough as detailed in this report from 4th July 2020.

2)    Delegates authority to the Director responsible for Parks and Street Care to take any operational measures and make any operational decisions necessary to facilitate the safe reopening and continued management of the public conveniences as detailed in the report.

For the Leader of the Council to authorise changes to the current restrictions on the numbers of mourners attending funeral services inside cemetery buildings, increasing the permitted number of mourners from 6 to 20, and increasing the number of mourners permitted at graveside services from 15 to 30, in line with changes to government guidance on funerals and social distancing.

THAT the Leader of the Council:

1)   Authorises an increase in the limit of numbers of mourners attending services inside Cemetery buildings from 6 to a maximum of 20 from 4^th July 2020.

2)   Authorises an increase in the limit of numbers of mourners attending graveside funeral services from 15 to 30 from 4^th July 2020.

3)   Delegates authority to the Service Manager responsible for Cemeteries in consultation with the Director of Organisational Development and Democratic Services to make any necessary amendments to the funeral booking terms and conditions to reflect the changes in restrictions on the numbers of mourners.

4)   Delegates authority to the Director responsible for Cemetery Services to approve any operational measures necessary to facilitate the recommendations in this report if approved.

To seek approval to reopen outdoor play facilities including outdoor gyms and play parks from 4 July 2020 in line with government guidance and as detailed in the report.

THAT the Leader of the Council:

1)   Authorises the reopening of the Council’s outdoor play facilities including children’s play parks and outdoor gyms as detailed in this report from 4^th July 2020.

2)   Delegates authority to the relevant Director to ensure all appropriate operational measures are taken to ensure re-opening is in accordance with government guidelines as detailed in the report.

To seek authorisation from the Leader to reopen the Bonington Theatre for cinema use only with effect from 4 July 2020 in line with government guidance.

THAT the Leader of the Council:

1)    Authorises the reopening of the Bonington Theatre from 4^th July 2020 as detailed in this report.

2)    Delegates authority to the Director responsible for Leisure Services to authorise any operational measures necessary to facilitate the reopening of this facility.

THAT the Leader of the Council:

1)    Authorises from 6^th July 2020 and until further notice, the re-opening of the Civic Centre building to the public on an appointment only basis; and

2)    Delegates authority to the Director of Organisational Development and Democratic Services to take any operational measures necessary to facilitate the re-opening.

To seek authorisation to reopen the bar at the Richard Herrod Leisure Centre from 4 July 2020 in line with government guidance and as detailed in the report.

THAT the Leader of the Council:

1)     Authorises the reopening of the Richard Herrod Leisure Centre bar to the public from 4th July 2020 as detailed in this report;

2)     Delegates authority to the Director responsible for Leisure Services to take all operational decisions and measures necessary to facilitate the re-opening of the bar on 4th July 2020; and

3)     Delegates authority to the Director responsible for Leisure Services in consultation with the Leader of the Council to take all operational measures and decisions necessary after reopening to ensure the bar operates in line with government guidance.

Modification of Section 106 Agreement in relation to planning permission 2017/0999 in relation to the wording of the affordable housing clauses 

The Assistant Director of Planning and Regeneration introduced the report.

RESOLVED:

That the Assistant Director of Planning and Regeneration be authorised to instruct the Service Manager of Legal Services to undertake the necessary work to prepare and finalise a Deed of Variation amending the Section 106 Agreement associated to planning applications 2013/0546 and 2017/099 as outlined in this report.
