To seek urgent approval from the Director of Health and Community Wellbeing, in consultation with the Chair of Environment and Licensing Committee to suspend administration of the knowledge test and safeguarding test with immediate effect, during the Covid -19 pandemic.

To update the Director of the implications of such a decision, in that the Council will no longer be able to administer new applications from drivers for licences.

That the Director of Health and Community Wellbeing in consultation with the Chair of Environment and Licensing:

1) Authorises with immediate effect the suspension of the administration of the Knowledge Test and Safeguarding Test by the Council

To make an urgent decision in respect of a Tree Preservation Order

To confirm Tree Preservation Order 000127 with modifications to the plan identifying the group of trees (G1) subject to the order.

For the Leader of the Council to authorise, until further notice:

The introduction of temporary changes to the delivery of cemetery services during the Covid-19 pandemic in order to reduce the risk of infection to the public and staff.

For the Leader of the Council to delegate authority to the Assistant Director, responsible for Property Services during the Covid-19 pandemic:

To allow for a three month holiday from rental payments due to the Council under commercial leases, in line with this report.

The report details revised Charges for the Local Land Charge CON29, and seeks approval for their introduction from 1st April 2020.

To approve the revised Fees and Charges for 2020/21 for introduction from 01 April 2020.

For the Leader of the Council to authorise, during the Covid-19 pandemic:
The temporary suspension of all Gedling Borough Council Commercial Tree Services to domestic households.
A delegation to the Director responsible for Parks and Street Care to authorise any further reduction in Tree Service provision to businesses and the Council, in line with this report, save for emergency tree works which will continue as normal.

The purpose of this report is:

1) To seek approval for the Council’s scheme of discretionary discounts to deliver relief to council taxpayers in the Borough of Gedling in accordance with the Council Tax, Covid-19 Hardship Fund 2020/21 guidance issued by the Government;

2) To establish by virement a Council Tax Discretionary Hardship Fund budget of £873,100 to be funded by Government Grant;

3) To delegate to the Director responsible for Revenues and Welfare Support Services the authority to determine applications for discretionary reduction in council tax under section 13A(1)(c) of the Local Government Finance Act 1992 in relation to the Council Tax, Covid-19 Hardship Fund discretionary discount scheme in the Borough of Gedling in line with the scheme outlined this report.

The purpose of this report is:
To seek approval to use the Government’s guidance held at a permalink on the Government’s website, gov.uk, for determining an application for discretionary expanded retail discount.
To delegate to the Director responsible for Revenues Services the authority to determine applications for discretionary relief under section 47 of the Local Government Finance Act 1988 in relation to non-domestic retail, leisure and hospitality premises in the Borough of Gedling.

THAT:
the Government’s guidance for determining an application for discretionary expanded retail discount, held at the permalink on the gov.uk website, is approved as if it were the Council’s guidance.
the determination of applications for discretionary expanded retail discount is delegated to the Director responsible for Revenues Services.

To obtain Member approval for an increase in hourly rates for legal services provision to public authorities as set out in appendix 1 to this report.

The purpose of the report is to update the Street Naming and Numbering Policy and to introduce a charging scheme for the Street Naming

a)To approve the introduction of a charge for providing the Street Naming and Numbering function.
b)To approve the method of calculating the charge.
c)To approve the Street Naming and numbering charging scheme to be implemented from 1st April 2020. (Appendix 4)
d)To approve the updated Street Naming and Numbering Policy

The Purpose of this report is:
1) To inform the portfolio holder of the change in legislation and the powers given to local authorities to control the spread of COVID-19 by the Health Protection (Coronavirus, Restrictions) (England) Regulations 2020
2) To delegate authority to the Director of Health and Community Wellbeing to exercise all functions under the Health Protection (Coronavirus, Restrictions) (England) Regulations 2020
3) To approve the level for fixed penalty notice for offences under the regulations.

For the Leader of the Council to authorise, during the Covid-19 pandemic:

The temporary suspension of bulky waste and glass collections services from 31 March 2020 to ensure sufficient resource is available to maintain other waste collection services

To seek approval of a Council Volunteering policy for members of the public, residents, businesses, third parties and groups that wish to volunteer for the Council, assisting with Council run activities, events, schemes or projects.

For the Leader of the Council to authorise, until further notice:
The temporary closure of Council car parks which serve Council parks and open spaces, from close of business on 26h March 2020. Such restriction not to be applied to people with disabilities that require parking within those car parks provided a valid disabled parking permit is displayed.

For the Leader of the Council to authorise, during the Covid-19 pandemic:
The temporary suspension of parking charges and ticketing requirements at the Council’s car parks.

The Purpose of this report is:

1) To inform the portfolio holder of the powers given to local authorities to control the spread of COVID-19 by the Health Protection (Coronavirus, Business Closure) (England) Regulations 2020

2) To delegate authority to the Director of Health and Community Wellbeing to exercise all function under the Health Protection (Coronavirus, Business Closure) (England) Regulations 2020

For the Leader of the Council to authorise, until further notice:
The restriction of access by the public to the Civic Centre building, except for emergency appointments which must be conducted face to face.
To update the Leader as to the current public access arrangements that our partner organisations in the Civic Centre have put in place and to update the Leader as to how public services can be delivered without face to face contact where appropriate.

For the Leader of the Council to authorise, until further notice:
A restriction on the operation of Arnold Market, to limit the sale of goods to essential items only, namely food and grocery items, during the Covid-19 pandemic.

The purpose of this report is:
