To enable the letting of 7 Beechwood Road.

To approve the granting of the new lease.

The purpose of this report is to make Gedling Borough Council’s views known to the County Council on the new Minerals Local Plan.

Recommendation
It is recommended that the Portfolio Holder agrees that the comments set out in italics in paragraphs 10, 18 and 20 are sent to the County Council in response to their consultation on the draft Minerals Local Plan.

To give permission for Framework to run their Heritage walks at Gedling Country Park on 14th February 2019 from 11am until 3pm and 18th July 2019 from 11am until 3pm.

That Framework be given permission to go ahead with their Heritage Walks at Gedling Country Park on the datea and times described above. Attendance is estimated to be 10 people.
This decision is dependent on completion of a lease indemnifying Gedling Borough Council in the event of accident for any activities held on the recreation ground and to ensure the land is reinstated should any damage occur whilst accessing and exiting the site.

To request approval to submit a bid to become a Business Rates Retention Pilot for 2019/20 in conjunction with all Nottinghamshire District/Borough Councils, Nottingham City Council, Nottinghamshire County Council, and the Nottinghamshire Fire and Rescue Authority.

Recommendations
It is recommended that:
5.1 The Portfolio Holder approves the submission of a bid to become a Business Rates Retention Pilot for 2019/20 in conjunction with all Nottinghamshire District/ Borough Councils, Nottingham City Council, Nottinghamshire County Council, and the Nottinghamshire Fire and Rescue Authority;
5.2 Delegated authority be given to the Deputy Chief Executive and Director of Finance, in consultation with the Portfolio Holder for Resources and Reputation, to confirm the Council’s participation in the proposed pooling arrangement following the announcement of the Local Government Finance Settlement in December 2018, provided that it is considered in the best interests of the Council;
5.3 Subject to the proposed pool being confirmed as being in the best interests of the Council the Portfolio Holder is asked to approve that delegated authority be given to the Deputy Chief Executive and Director of Finance to agree the final governance arrangements for the pool.

To approve a 4 week public consultation on the draft revised Private Sector Housing Enforcement Policy and Fit and Proper Policy for licensing applicants (Appendix A and B) with the view to adopting the policies

It is recommended that the Portfolio Holder approves a 4 week public consultation on the draft revised Private Sector Housing Enforcement Policy and Fit and Proper policy.to seek views before reaching a decision to formally adopt the policies.

To approve a 4 week public consultation on the draft Private Sector Housing Civil Penalties Policy (Appendix A) with the view to adopting the policy to enable the Council to issue civil penalties as an alternative to prosecution for certain housing offences under the Housing Act 2004.

It is recommended that the Portfolio Holder approves a 4 week public consultation on the draft Private Sector Housing Civil Penalties Policy (Appendix A) to seek views before reaching a decision to formally adopt the policy.

To give permission to Mansfield Instep to run a Health Walk at Burntstump Country Park on Thursday 25th Oct 2018 and Monday 7th January 2019. Both walks are for two hour duration.

That the Health Walk be allowed to go ahead at Burntstump Country Park as outlined on the above dates. Attendance is estimated between 10 and 30 dependent on weather conditions.
This decision is dependent on correct insurance and the issue of a user licence agreement indemnifying Gedling Borough Council in the event of accident for any activities held on the park.

To give permission for Mrs Alison Franks to use Tilford Road Rec Ground for a Baby Naming Ceremony on 22nd September 2018

That Mrs Franks be allowed to use Tilford Road Rec Ground on Saturday 22nd September 2018 from 12 midday until 5pm
This decision is dependent on the issue of a user licence agreement indemnifying Gedling Borough Council in the event of accident for any activities held on the park
