To seek approval to publish 2nd Statement of Intent (SOI) that will outline where the Council will target Energy Company Obligation (ECO) Local Authority Flexible Eligibility (first time central heating: Warm Homes Hub) funding to dwellings in deprived and/or rural areas of the district that do not currently have a central heating system fitted.

THAT THE PUBLIC PROTECTION PORTFOLIO HOLDER:
1) Approves the SOI to enable targeted households in the borough to access the Energy Company Obligation (ECO) Local Authority Flexible Eligibility (first time central heating: Warm Homes Hub) funding for works to their homes.
2) Delegate’s responsibility to the Director for Health and Community Wellbeing for the necessary administration to enable qualifying households to access the scheme.

The purpose of this report is:

1) To seek approval to establish a budget of £1,047,300 to allow payment of the top-up Additional Restrictions Grant where the Council is required to exercise its discretion;

2) To seek approval for the top-up Additional Restrictions Grant amounts to be set by business type for payment in accordance with the criteria approved in the Council’s approved Local Restrictions Business Support Scheme.

The purpose of this report is to seek approval for the proposed Additional Restrictions Business Grant awards to eligible businesses that provide key benefits to the broader economy, as determined in accordance with the Gedling Borough Council Local Restrictions Business Support Scheme.

Recommendation(s)
1)To approve the proposed list of Additional Restrictions Grant awards to eligible businesses which provide key benefits to the broader Gedling economy as determined in accordance with the Local Restrictions Business Support Scheme, and detailed in Appendix 2.
2)To approve the list of rejected applications from businesses that are not specified as qualifying businesses and have not demonstrated financial hardship in accordance with the requirements of the Additional Restrictions Grant in the Local Business Support Scheme, as detailed in Appendix 3.

To seek approval of the proposed management and distribution arrangements for the Government’s package of extra-targeted financial support for those in need over the winter period

THAT the Portfolio Holder for Housing, Health and Wellbeing:
1)Approves the distribution plan for Gedling Borough Council’s proportion of the DWP Winter Grant Scheme as detailed in this report.
2)Delegates authority to the Director responsible for Communities to apportion the funding between supermarket vouchers and community groups as detailed in this report

To ask for support of the proposal to wind-down the accredited learning centres (and the associated income streams) in order to achieve budgetary efficiencies.

It is recommended that the portfolio holder supports the proposal to cease the operation of the accredited learning and apprenticeship delivery centres
