The purpose of this report is to request approval of the council tax base for the financial year 2021/22.

04/01/2021 - Change to Council Services due to change to Tier 4 ref: 1110    Recommendations Approved

To update the Leader as to the changes necessary to Council services as a result of the Government’s announcement that Nottinghamshire will move into Tier 4 of the Coronavirus restrictions  as set out in the Health Protection (Coronavirus, Restrictions) (All Tiers) (England) Regulations 2020 (“the Regulations”) from  12:01 31st December 2020.

 

To seek authorisation from the Leader to close various Council facilities as will be required by the Regulations and as detailed in this report.

Decision:

THAT the Leader of the Council:

1)   Authorises the temporary closure of the Council’s Leisure Centres from 31 December 2020, save for the use of any of the centres for school activities as detailed in the report.

2)   Delegates authority to the Director responsible for Arnold Market to agree any necessary restrictions on the operation of Arnold Market to ensure compliance with the Regulations as detailed in this report.

3)   Delegates authority to the relevant Director in consultation with the Leader of the Council to reopen the facilities closed as a result of the Regulations, once permitted by further regulation.

4)   Delegates authority to the Director responsible for Leisure Services to take all necessary operational decisions and measures to facilitate the closure of Leisure facilities.

5)   Delegates authority to the relevant Director in consultation with the Leader of the Council to take all operational decisions and measures in relation to Council facilities, including the future closure and reopening of such facilitates, as required to comply with any future Covid-19 regulations.

04/01/2021 - Local Restrictions Support Grants for Businesses (Scheme 2) ref: 1109    Recommendations Approved

The purpose of this report is:

 

1)     To seek approval to implement, in accordance with the latest government guidance, the following grant schemes:

 

i)     Local Restrictions Support Grant (Sector)

ii)    Local Restrictions Support Grant (Open)

iii)   Local Restrictions Support Grant (Closed)

iv)   Christmas Support Payment for Wet-Led Pubs

 

2)     To adopt the local scheme known as the Gedling Borough Council Local Restrictions Business Support (Scheme 2) to act as guidance for the administration of the approved grants, including those where the Council is required to exercise its discretion.

 

3)     To delegate, to the Director Corporate Resources, the authority to determine grant eligibility, in accordance with the Government’s guidance and the Council’s Local Restrictions Business Support (Scheme 2).

 

4)     To delegate, to the Portfolio Holder for Resources and Reputation, the authority to determine grant eligibility and award value, in cases where it is considered that there are exceptional reasons to provide support for organisations, which are not specified as qualifying businesses within the Local Restrictions Business Support (Scheme 2), but which provide key benefit to the local economy of the Borough of Gedling.

 

5)     To establish a budget to allow the payment of the grants where the Council is required to exercise its discretion.

THAT:

 

1)    the grant schemes detailed in appendices 2-4 of this report are implemented in accordance with the latest Government guidance;

 

2)    the local scheme known as the Gedling Borough Council Local Restrictions Business Support (Scheme 2) is adopted to act as guidance for the administration of the approved grants, including those where the Council is required to exercise its discretion;

 

3)    a delegation is provided to the Director of Corporate Resources, for the determination of grant eligibility and payment award, in accordance with the Government’s guidance and the Council’s Local Restrictions Business Support (Scheme 2), with the exception of those grant awards delegated to the Portfolio Holder for Resources and Reputation as detailed at 4 below;

 

4)    a delegation is provided to the Portfolio Holder for Resources and Reputation, for the determination of grant eligibility and award value, in cases where it is considered that there are exceptional reasons to provide support for organisations, which are not specified as qualifying businesses in the Local Restrictions Business Support (Scheme 2), but which provide key benefit to the local economy of the Borough of Gedling;

 

5)    a budget is established by virement to allow the payment of the grants where the Council is required to exercise its discretion, to be funded by Government grant as follows:

 

(a)   Local Restrictions Support Grant (Open) £17,854.

To obtain approval to grant a licence to the Nottinghamshire Healthcare NHS Foundation Trust for use of rooms at the Richard Herrod Centre for use as a community vaccination centre.

THAT the Leader of the Council:

 

1)    Approves the grant of a licence to the Nottinghamshire Healthcare NHS Foundation Trust of rooms at the Richard Herrod Centre for use as a community vaccination centre.

 

2)    Delegates authority to the Director for Environment, Communities & Leisure to make all operational decisions relating to the licence agreement and approve any variations to the licence agreement, including in relation to fees and extension of the licence period.
