Declaration of Interests.

Exclusion of the Press and Public.

To move that under Section 100(A)(4) of the Local Government Act 1972 the public and press be excluded from the meeting during consideration of the ensuing report on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

RESOLVED:

 

That, the Members being satisfied that the public interest in maintaining the exemption outweighs the public interest in disclosing the information that under Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during the consideration of the ensuing reports on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

Application for a Private Hire Operators Licence

Report of Corporate Director - David Wakelin

Minutes:

KB did not attend the meeting.

 

RESOLVED:

 

To defer consideration of the application for a Private Hire Operator’s Licence from KB to a future meeting of the Committee. If KB does not attend his next appointment, his application will be treated as withdrawn.

Application for a joint Hackney Carriage /Private Hire Driver`s Licence - MH

Report of Corporate Director - David Wakelin

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from MH.

 

MH attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines and took into consideration the circumstances of the event. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve MH’s application for a Hackney Carriage/Private Hire Driver's Licence.

Application for a Joint Hackney Carriage / Private Hire Driver`s Licence - MRN

Report of Corporate Director - David Wakelin

Minutes:

MRN did not attend the meeting.

 

RESOLVED:

 

To defer consideration of the application for a Joint Hackney Carriage/ Private Hire Driver’s Licence from MRN to a future meeting of the Committee. If MRN does not attend his next appointment, his application will be treated as withdrawn.

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from BHM.

 

BHM attended the meeting, accompanied by his wife, and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To refuse BHM’s application for a Hackney Carriage/Private Hire Driver's Licence on the grounds that he is not a fit and proper person.

 

BHM was advised of his right to appeal against the decision of the Committee.

Application for a Joint Hackney Carriage /. Private Hire Driver`s Licence - IA

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from IA.

 

IA attended the meeting, accompanied by his partner, and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines and took into consideration the circumstances of the event. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve IA’s application for a Hackney Carriage/Private Hire Driver's Licence.

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from ZAB.

 

ZAB attended the meeting, accompanied by his wife, and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines and took into consideration the circumstances of the event. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve ZAB’s application for a Hackney Carriage/Private Hire Driver's Licence.

Change of Circumstance for Joint Hackney Carriage / Private Hire Driver`s Licence - RA

Report of Corporate Director - David Wakelin

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding a change of circumstance of a Joint Hackney Carriage/Private Hire Driver's Licence from RA.

 

RA attended the meeting, accompanied by a friend, and addressed the Committee.

 

A motion to suspend RA’s licence for a period of 28 days (to be surrendered within 21 days of the decision) and to issue a warning as to the necessary consequences of any further convictions or appearances before committee was proposed and duly seconded.

 

After discussion and on the requisition of two Members the motion was put to a named vote and the motion was carried.

To suspend RA’s Hackney Carriage/Private Hire Driver's License for a period of 28 days with a warning as to the necessary consequences of any further convictions or appearances before Committee. RA was given 21 days to surrender his license.
