Consideration was given to a report of the Corporate Director, which had been circulated prior to the meeting, regarding a request from a licensed driver to advertise another of his businesses on his licensed hackney carriage vehicle.

 

RESOLVED:

 

To refuse the request in line with the current policy restricting advertisements other than for the name and telephone details of the Operator.

Request to be exempt from displaying fixed plates - JF pdf icon PDF 28 KB

Report of Corporate Director - David Wakelin

Minutes:

Consideration was given to a report of the Corporate Director, which had been circulated prior to the meeting, regarding a request for an exemption from displaying fixed plates on vehicles only in use as private hire vehicles.

 

RESOLVED:

 

1.            That, with respect to Mr Fletcher,  the requirement to display vehicle licence plates is waived; and

 

2.            That the Council issue a notice which will be permanently displayed at all times, in a position to be agreed, inside any licensed vehicles used for executive private hire purposes, owned or operated by Mr Fletcher.

Exclusion of the Press and Public.

To move that under Section 100(A)(4) of the Local Government Act 1972 the public and press be excluded from the meeting during consideration of the ensuing report on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

RESOLVED:

 

That, the Members being satisfied that the public interest in maintaining the exemption outweighs the public interest in disclosing the information that under Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during the consideration of the ensuing reports on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

Application for a Private Hire Operators Licence - DN

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Private Hire Operator’s Licence from DN.

 

DN attended the meeting, accompanied by his barrister who addressed the Committee on his behalf.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve DN’s application for a Private Hire Operator’s Licence with a warning as to the necessary consequences of any further convictions or appearances before Committee.

Application for a Hackney Carriage/Private Hire Drivers Licence - TKM

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from TKM.

 

TKM attended the meeting, accompanied by his Father, and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To refuse TKM’s application for a Hackney Carriage/Private Hire Driver's Licence on the grounds that he is not a fit and proper person.

 

TKM was advised of his right to appeal against the decision of the Committee.

 

Councillor Hope left the meeting.

Application for a Hackney Carriage/Private Hire Drivers Licence - MF

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from MF.

 

MF attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines and took into consideration the circumstances of the event. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve MF’s application for a Hackney Carriage/Private Hire Driver's Licence.

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from AKR.

 

AKR attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

To refuse AKS’s application for a Hackney Carriage/Private Hire Driver's Licence on the grounds that he is not a fit and proper person.

 

AKS was advised of his right to appeal against the decision of the Committee.

MA attended the meeting, accompanied by his daughter who addressed the Committee on his behalf.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that exceptional circumstances existed which warranted departure from this policy.

On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

To approve HG’s application for a Hackney Carriage/Private Hire Driver's Licence with a warning as to the necessary consequences not declaring any convictions/cautions.
