That the minutes of the above meeting, having been circulated, be approved as a correct record.

Exclusion of the Press and Public.

To move that under Section 100(A)(4) of the Local Government Act 1972 the public and press be excluded from the meeting during consideration of the ensuing report on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

RESOLVED:

 

That, the Members being satisfied that the public interest in maintaining the exemption outweighs the public interest in disclosing the information that under Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during the consideration of the ensuing reports on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

TEA did not attend Committee and the application was withdrawn.

Application for a joint Hackney Carriage/Private Hire Drivers Licence SN

Report of Corporate Director - David Wakelin

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from SN.

 

SN attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve SN’s application for a Hackney Carriage/Private Hire Driver's License subject to the necessary checks.

Application for a joint Hackney Carriage/Private Hire Drivers Licence SA

Report of Corporate Director - David Wakelin

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from SA.

 

SA attended the meeting, with his cousin who acted as interepreter, and addressed the Committee.

 

RESOLVED:

 

To defer consideration of SN’s application to a future meeting of the Environment and Licensing Committee, upon receipt of character references for SA.

Change of circumstances of Hackney Carriage/Private Hire Drivers Licence AHK

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from AHK.

 

AHK attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To suspend AHK’s Hackney Carriage/Private Hire Driver's License for 56 days and to give AHK 21 days to surrender his licence.

 

AHK was advised of his right to appeal against the decision of the Committee.

Minutes:

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from RA.

 

RA attended the meeting, with his Solicitor, and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve RA’s application for a Hackney Carriage/Private Hire Driver's Licence.

 

Councillor Brooks left the meeting.

The Committee considered a report from Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver's Licence from KBA.

 

KBA attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve KBA’s application for a Hackney Carriage/Private Hire Driver's License with a warning as to the necessary consequences of any further convictions or appearances before Committee.

AH attended the meeting, with his son who acted as interpreter, and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy..

To approve AH’s application for a Hackney Carriage/Private Hire Driver's Licence.

ZU attended the meeting, with his Father, and addressed the Committee.

 

In making its decision, the Committee applied the Council's approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.
