69.	Apologies for Absence and Substitutions. Minutes: Apologies for absence were received from Councillors Roxanne Ellis, Scroggie, Towsey-Hinton and Wilkinson. Councillors Hughes and Strong attended as substitutes.
70.	To approve, as a correct record, the minutes of the meetings held on 14 and 21 January 2025. PDF 121 KB Additional documents: Minutes of Previous Meeting , item 70. PDF 113 KB Minutes: RESOLVED: That the minutes of the above meeting, having been circulated, be approved as a correct record.
71.	Declaration of Interests. Minutes: None.
72.	Any other item which the Chair considers urgent. Minutes: None.
73.	Exclusion of the Press and Public. To move that under Section 100(A)(4) of the Local Government Act 1972 the public and press be excluded from the meeting during consideration of the ensuing reports on the grounds that the reports involve the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972. Minutes: RESOLVED: That, the Members being satisfied that the public interest in maintaining the exemption outweighs the public interest in disclosing the information that under Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during the consideration of the ensuing reports on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.
74.	Change of Circumstance of Joint Hackney Carriage / Private Hire Drivers Licence No 4042- AA View the reasons why item 74. is restricted View the background to item 74. Report of Director of Place. Minutes: Consideration was given to a report of the Director of Place, which had been circulated in advance of the meeting, regarding a change of circumstances following information received about the holder of a Joint Hackney Carriage/ Private Hire Driver’s Licence. AA attended the meeting along with his interpreter who addressed the committee on AA’s behalf. In making the decision the Committee applied the Council’s approved Policy and Guidelines. RESOLVED: To revoke the Hackney Carriage/Private Hire Driver’s Licence held by AA, with immediate effect. AA was advised of the right of appeal against the decision of the Committee.
75.	Application for a one year Joint Hackney Carriage/Private Hire Drivers Licence - OE View the reasons why item 75. is restricted View the background to item 75. Report of Director of Place. Minutes: Consideration was given to a report of the Corporate Director of Place which had been circulated prior to the meeting, regarding an application for a one year joint Hackney Carriage/Private Hire Driver’s Licence for OE. OE attended the meeting and addressed the Committee. In making the decision the Committee applied the Council’s approved Policy and Guidelines. RESOLVED to: Approve OE’s application for a one Joint Hackney Carriage/Private Hire Driver’s Licence.
76.	Application for a one year Joint Hackney Carriage/Private Hire Drivers Licence - AQ View the reasons why item 76. is restricted View the background to item 76. Report of Director of Place. Minutes: Consideration was given to a report of the Corporate Director of Place, which had been circulated prior to the meeting, regarding an application for a one joint Hackney Carriage/Private Hire Driver’s Licence for AQ. AQ attended the meeting and addressed the Committee. In making the decision the Committee applied the Council’s approved Policy and Guidelines. RESOLVED: To refuse AQ’s application for a Joint Hackney Carriage/Private Hire Driver’s Licence. AQ was advised of the right of appeal against the decision of the Committee.
