Councillor Lawrence attended the meeting as substitute for Councillor Scroggie, who had given his apologies.

That the minutes of the above meeting, having been circulated, be approved as a correct record.

Declaration of Interests.

Minutes:

Councillor Pepper declared a non-pecuniary interest in the application for the renewal of a Hackney Carriage Private Hire Driver’s License from GM on the grounds that she knew the applicant. Councillor Pepper left the meeting during consideration of the item.

Exclusion of the Press and Public.

To move that under Section 100(A)(4) of the Local Government Act 1972 the public and press be excluded from the meeting during consideration of the ensuing report on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

That, the Members being satisfied that the public interest in maintaining the exemption outweighs the public interest in disclosing the information that under Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during the consideration of the ensuing reports on the grounds that the report involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

Application for a Hackney Carriage/Private Hire Drivers Licence - RM

Report of Corporate Director - David Wakelin

Minutes:

Consideration was given to a report by Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver’s Licence from RM.

 

RM attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council’s approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve RM’s application for a Hackney Carriage/Private Hire Driver’s Licence for a period of 1 year.

Application for the renewal of Hackney Carriage/Private Hire Drivers Licence - GM

Report of Corporate Director - David Wakelin

Minutes:

Councillor Pepper left the Council Chamber.

 

Consideration was given to a report of the Corporate Director, which had been circulated prior to the meeting, regarding an application to renew a Joint Hackney Carriage/Private Hire Driver’s Licence from GM.

 

GM attended the meeting along with his wife and both addressed the Committee.

 

In making its decision, the Committee applied the Council’s approved Policy and Guidelines.  On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To refuse GM’s application to renew a Hackney Carriage/Private Hire Driver's Licence on the grounds that he is not considered to be a fit and proper person.

 

GM was advised of his right to appeal against the decision of the Committee.

 

Councillor Pepper returned to the Council Chamber.

Application for a Hackney Carriage/Private Hire Drivers Licence - RS

Consideration was given to a report by Corporate Director, David Wakelin, regarding an application for a Joint Hackney Carriage/Private Hire Driver’s Licence from RS.

 

RS attended the meeting and addressed the Committee.

 

In making its decision, the Committee applied the Council’s approved Policy and Guidelines. On the basis of what it heard, the Committee was satisfied on balance that no exceptional circumstances existed which warranted departure from this policy.

 

RESOLVED:

 

To approve RS’s application for a Hackney Carriage/Private Hire Driver’s Licence for a period of 3 years.
