Purpose:

To obtain a feasibility study to inform proposed constructions costs and programme of works to enable the extension of the Garden or remembrance at Carlton cemetery

Decision:

to utilise the SCAPE regional construction framework to obtain feasibly studies for the proposed works at Carlton cemetery to extend the garden of remembrance. The feasibility work will progress the project by identifying construction costs and developing a programme of works and risk register. The framework partner will be Lindums.

Reasons for the decision:

Under the SCAPE framework the feasibility work is undertaken by the framework partner at their costs (except surveys). The framework allows the Council to work with the delivery partner at an early stage to develop a programme of works within budget to meet the Council’s objective. The feasibility work is completed within a short timescale of between 6-8 weeks and the Council will receive a full feasibility report at the end of the process.


Alternative options considered:

Not to access the framework and either pay a third party to undertake the feasibility studies on behalf of the Council or go to the open market to tender for the works without any detailed estimate as to costs or feasibility work being undertaken.
