Purpose:

To authorise the approval of a discretionary Housing Assistance Grant to an elderly couple and their disabled son whose household income exceeds £16,000.

Decision:

Due to the circumstances of the case, the Portfolio Holder is recommended to authorise the award of a Housing Assistance Grant to pay for the cost of installing a new boiler and central heating system.

Reasons for the decision:

The priorities within the current Gedling Plan include:
•Reduce hardship and provide support to the most vulnerable
•Improve health and wellbeing
Approving the grant will directly improve the health and wellbeing or Mrs Ryder and contribute to an indirect improvement in the wellbeing of Mr Ryder and his son. The installation of a modern central heating system will allow the Ryders to adequately heat their property and give greater control of their costs.

Alternative options considered:

Not to approve a grant for the applicant and his family. This could cause severe physical and mental hardship for the family. This decision would be particularly hard on the applicant who suffers from a long term medical condition that has been shown to be adversely affected by cold living conditions.
