Reference: D1792

Decision Maker: Leader of the Council

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

Approval is sought to undertake a public consultation on a proposed Dog Control Public Spaces Protection Order (PSPO) to promote responsible dog ownership, reduce dog fouling, improve control of dogs in public spaces, and enable enforcement action where breaches occur. The consultation will inform any future decision on the implementation of the Order.

Decision:

The Leader has confirmed agreement to the recommendation to proceed with a public consultation on the proposed Dog Control Public Spaces Protection Order (PSPO). Authority is therefore granted for the consultation to be undertaken in accordance with the report's recommendations.

Reasons for the decision:

The proposed Public Spaces Protection Order (PSPO) seeks to promote responsible dog ownership by requiring persons in charge of a dog to carry appropriate means to collect and dispose of dog waste and to place a dog on a lead when directed by an authorised officer. The Order would also enable the issue of Fixed Penalty Notices where offences occur.
