Purpose:

To request approval to delegate the authority to the Assistant Director for Leisure and Wellbeing, in consultation with the Portfolio Holder for Lifestyles, health and Wellbeing on the future spend of the healthcare Facilities S106 Funding.

Decision:

1.The Portfolio Holder for Lifestyles, Health and Wellbeing approves the allocation of the remaining Bestwood Primary Healthcare Section 106 funding is to be used to support initiatives and projects identified by local community organisations and partners, that seek to enhance the health and wellbeing of local residents.
2.The Portfolio Holder for Lifestyles, Health and Wellbeing delegates authority to the Assistant Director for Leisure and Wellbeing to approve future expenditure from the remaining budget, following consultation with the Portfolio Holder for Lifestyles, Health and Wellbeing on the proposed spend.

Reasons for the decision:

To enable the effective allocation of the remaining Bestwood Healthcare Facilities S106 Funding.

Alternative options considered:

To not delegate the decision on the spend of the remaining funds to the Assistant Director for Leisure and Wellbeing.

By delegating the decision on spend to the Assistant Director for Leisure and Wellbeing it will enable decisions to be made efficiently and the funds to be allocated in an appropriate way.

The Assistant Director for Leisure and Wellbeing, as the health and wellbeing lead officer for the Council, has a good understanding of the local organisations and partners within the Bestwood St Albans area. By not delegating the decision on spend it could lead to inefficiency in sourcing appropriate projects and allocating the resource effectively.
