To allow the Council to enter into licences to

The area around the toilet block has attracted
anti-social behaviour and fly tipping over a number of years.
Various Council interventions have been largely unsuccessful. It is
thought that removal of the toilet block will discourage both the
anti-social behaviour and fly tipping.
An alternative would be to not remove the
toilet block but this would mean that local residents would still
have to contend with anti-social behaviour and fly
tipping.
