Purpose:

To authorise the approval of a Discretionary Housing Assistance Grant for a family satisfying the eligibility criteria but where energy efficiency improvements exceed £5,000

Decision:

Due to the circumstances of the case, the Portfolio Holder is recommended to authorise the award of a Housing Assistance Grant to pay for the cost of insulating and re-render three exterior walls at 11 Cinderhill Grove Nottingham

Reasons for the decision:

The priorities within the current Gedling Plan include:
•Reducing hardship and provide support to the most vulnerable
•Improve health and wellbeing
Approving the grant will directly improve the health and wellbeing for Mr Bethell and his family. Increasing the thermal efficiency within the property will help to reduce damp and excess cold helping the family to gain greater control of their health and finances

Alternative options considered:

Not to approve a grant for the applicant and his family. This could cause severe physical and mental hardship for the family. This decision would be particularly hard on the applicant who suffers from COPD which has been shown to be adversely affected by cold and damp conditions.
