To authorise the approval of a discretionary Housing Assistance Grant to an elderly gentleman whose household income exceeds £16,000.


Due to the circumstances of the case, the Portfolio Holder is recommended to authorise the award of a Housing Assistance Grant to pay for the cost of installing a new boiler heating system.

•Improve health and wellbeing
Approving the grant will directly improve the health and wellbeing or Mr Cole who intends to move into the property despite the lack of heating. Helping Mr Cole to move into one property will also help him in his aim to rid himself of debt.

Alternative options considered:

Not to approve a grant for Mr Cole. This could cause severe physical and mental hardship for Mr Cole.
