Purpose:

To allow the licencing of ice cream sales within named (and Council owned) parks within the Gedling Borough Council area.

Decision:

1. To award the licences to, in the case of:

Bestwood Country Park - Coroneto Brothers, Radford, Nottingham

Burnstump Country Park - RAL ice cream, Radford,Nottingham

Burton Road Jubilee Park - Mr Aslam, Nottingham

Gedling County Park - RAL ice cream, Radford,Nottingham

King George V Recreation Ground, Arnold - Mr Giugno, Arnold,Nottingham

Lambley Lane Recreation Ground - Mr Aslam, Nottingham

The Licences shall run from September 2014 (or as soon as is reasonably practicable) until 31 March 2016. The exception is Gedling Country Park the licence for which will run from its opening in March 2015 tilL March 2016. A competative retendering excercise will again take place for all of the above parks at this time.

Reasons for the decision:

Currently there are no formal licence arrangements in place to allow, under commercial contract, Ice Cream retailers to operate within named parks owned and controlled by Gedling Borough Council. The Porfolio Holder for the Environment Cllr Barnes appoved a report authorising this licenced activity in June 2014 and approved a delegation to the Corporate Director to implement the licence arrangements. Following a tendering excercise bids have been recieved and this decision confirms which vendor has been successful for each of the parks subject to the tendering.

Alternative options considered:

Other options considered and discounted included; putting all the parks into one large tender for a single provider. This was discounted as commercially the Council believed that it could generate the most income and provide more local choice from separate vendors. maintaining the current position and not issuing licences to vendors - this denies the Council revenue and creates the real potential for disputes between vendors over their presence in ther parks in question.
