Concurrent multiple Disabled Facilities Grants due to exceptional and compelling circumstances

Reference: D1105

Decision Maker: Portfolio Holder for Public Protection

Decision status: For Determination

Is Key decision?: No

Is subject to call in?: No

Purpose:

To seek approval to provide a discretionary grant of £60,000 on top of a disabled facilities grant of £30,000 (to be approved at officer level) to allow completion of multiple adaptation works at 2 Marwood Crescent, Carlton, Nottingham.

Decision:

THAT:
The Portfolio Holder approves a discretionary top up grant of £60,000 to allow completion of multiple adaptation works at 2 Marwood Crescent, Carlton, Nottingham.

Reasons for the decision:

The priorities within the current Gedling Plan include:
•Reducing hardship and provide support to the most vulnerable
•Improve health and wellbeing
Approving the grant will directly improve the health and wellbeing for Mr Douglas and reduce the risk of injury to him and his family, friends and carers in trying to aid him in accessing and exiting the property. The adaptation will relieve the family and support network of the burden and mental anguish of the constant search for alternative accommodation and the accompanying disappointment when they are deemed unsuitable. It will also be able to help many other families in the future.

Alternative options considered:

Consideration has been given to sourcing charitable funding but this is unlikely and could take a number of months to resolve. The family has already been searching for suitable options for years and it is likely that another property with such adaptation potential would not become available for a long time.
Consideration has been given to phasing 3 DFG applications sequentially over a longer time period (rather than simultaneously). This would allow the costs to be spread over different financial years however this would lead to added delays for the service user and is likely to lead to increased costs as possibly different contractors may complete each grant and it would be less efficient than completing the works in one go.
