Purpose:

To grant a Licence to a developer (Developer) which will assist with the development of a mixed use scheme adjacent to Ranmore Road Car Park.

Decision:

To approve a 12 month licence for the use of land, comprising 4 car parking spaces and associated circulation space, at Ranmore Road Car Park.

Reasons for the decision:

A mixed use development on the site of a former car dealership (Car Dealership) is currently under construction and would benefit from additional circulation space to the rear during the building period. This will allow the Developer to progress the construction of the building more quickly and efficiently.
Previously, many of the car park users visited the Car Dealership but this is no longer trading and car park usage has consequently dropped. The effects of Covid-19 have also reduced usage. The car park currently comprises 27 parking spaces of which 4 spaces would be temporarily decommissioned as a result of this licence but it is thought car park users will still be able to find a space due to the reduced usage.

Alternative options considered:

An alternative would be not to allow for a Licence for the use of the land. However, allowing use of the car park will enable the scheme to be built more quickly thereby helping to deliver the Councils housing target more quickly. As the temporary loss of the parking spaces is unlikely to have a negative impact on car park users and the Licence will give the Council an income it would therefore seem preferable to grant the licence.
