15 LOCALISM BILL/MINUTES OF THE HEARING SUB-COMMITTEE
Business for item 15
RESOLVED:

1. To note the report on the Localism Bill and the minutes of the Hearing Sub-Committee.

2. To recommend to the Council that once the legislation is in force in order to fulfil it's obligations as to Standards of conduct it should consider:
i) the adoption of a Gedling Code of Conduct,
ii) that a Code of Conduct, if adopted, should be managed by a Committee which includes both independent and elected Members.
16 ANY OTHER ITEMS WHICH THE CHAIRMAN CONSIDERS URGENT.

15The Localism Bill was currently going through the legislative process and was expected to secure the Royal Assent by the end of the year. The Bill contained provisions relating to The Standards regime.

Standards for England would be abolished however each relevant authority (which would include the Borough Council) would have a duty to promote and maintain high standards of conduct by members and co-opted members of the authority. With the abolition of Standards for England goes the abolition of the National Code of Conduct. The Bill provided for an authority to adopt, if it so wished, a code dealing with the conduct expected of members.

Members considered the impact of the legislation and the value of the experience of the current Standards Committee.
