8 TO APPROVE AS A CORRECT RECORD THE MINUTES OF THE MEETING HELD ON 1 AUGUST 2006.
RESOLVED:

That the minutes of the above meeting, having been circulated, be approved as a correct record and signed by the Chairman.
9 DECLARATION OF INTERESTS.
 
10 ANNUAL REPORT UNDER LICENSING ACT 2003
RESOLVED:

i. To note the extensive work carried out by the Licensing Office and the several ‘Responsible Authorities' during the first year of full implementation of the Licensing Act in the Gedling area.

ii. To thank the Officers for their work.
11 GAMBLING ACT 2005 - APPROVAL OF DRAFT STATEMENT OF PRINCIPLES
RESOLVED

i.To approve the Gambling Statement of Principles and that the Statement be forwarded to Council for adoption by this Authority.

ii.That Council be asked to formally appoint Nottinghamshire Safeguarding Children Board as the body designated in writing as competent to advise about the protection of children from harm.

iii. That Council be asked to delegate all necessary statutory functions and regulations under the Gambling Act 2005 to the Licensing Act Committee.
12 MINOR VARIATIONS FOR PREMISES LICENCES AND CLUB PREMISES CERTIFICATES - REQUEST FOR DELEGATED AUTHORITY
RESOLVED:

i. With regard to the request from The Lambley, provided the request is made in writing to the Authority and that the Social Services and the Police have no objection, that the above condition be removed without the need for a formal variation.

ii. To delegate authority to the Head of Planning and Environment in consultation with the Chairman of the Licensing Act Committee to consider ‘minor' amendments to premises licences/club premises certificates in line with the policy submitted and which do not generate any objections from statutory consultees.
13 APPOINTMENT OF LICENSING ENFORCEMENT OFFICER
RESOLVED:

To note the appointment of the Licensing Enforcement Officer and the range of licensing work involved.
14 ANY OTHER ITEMS WHICH THE CHAIRMAN CONSIDERS URGENT.

10The Head of Planning and Environment informed Members of the work undertaken by ‘Responsible Authorities' and the Licensing Office at this Authority during the first year of the Licensing Act 2003.

Representatives of the Police attended the meeting and also submitted a report to the Licensing Committee for the year ending 30 September 2006.
11Consideration was given to the Draft Statement of Principles.

This Statement of Principles had been drafted at a time when a number of regulations, Operating / Personal Licence conditions, Codes of Practice and guidance were not yet published. Should anything in the above impact upon the content of this document it would be necessary for the Licensing Act Committee to make any future amendments.
12The Head of Planning and Environment reported that the Licensing Section had recently received an enquiry from the premises licence holder at The Lambley Restaurant. The enquiry concerned the process for the removal of a condition on the premises licence stating ‘ No children under 16 years will be allowed on the premises after 21:00hrs.'

After Consideration it was:-
13The Head of Planning and Environment reported on the progress of the appointment of a Licensing Enforcement Officer and provided details of the areas of work that the post holder would be carrying out in the Gedling area.
14ENVIRONMENT AND LICENSING COMMITTEE

The Chairman advised that a meeting of the above Committee would be held on Thursday 7 December 2006.
