75Consideration was given to the recommendations of the Cabinet (minute numbers 68, 70, 71 and 72) dated 18 February 2010, together with the report of the Leader of the Council on Council Tax levels for 2010/11.

A proposition was moved by Councillor R.F Spencer and seconded by Councillor Tait in the following terms:-

1. To adopt the recommendations contained in Minutes 68, 70 and 71 of the meeting of the Cabinet held on 18 February 2010 with regard to budget changes required to the 2009/10 General Fund and Housing Revenue Account, the Treasury Management Strategy Statement and Annual Investment Strategy 2010/11, and the Minimum Revenue Provision Policy Statement for 2010/11.

2. To adopt the recommendations contained in Minute 72 of the meeting of the Cabinet held on 18 February 2010 with regard to the Capital Programme 2010/11.

3. That the General Fund Revenue Budget and Service Plan 2010/11 element of the Council Plan, referred to in Minute 73 of the meeting of the Cabinet held on 18 February 2010, be approved.

4. That the sum of £140,620 be taken to General Fund Balances in 2010/11 to support General Fund revenue expenditure in future years.

5. That it be noted that the Finance Portfolio Holder determined on 15 January 2010, the following amounts for the year 2010/11 in accordance with regulations made under section 33(5) of the Local Government Finance Act 1992.

(a) 38,090.16 being the amount calculated by the Council, in accordance with regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992, as its council tax base for the year.

being the amounts calculated by the Council, in accordance with regulation 6 of the Regulations, as the amounts of its council tax base for the year for dwellings in those parts of its area to which one or more special items relate.







6. That the following amounts be now calculated by the Council for the year 2010/11 in accordance with sections 32 to 36 of the Local Government Finance Act 1992:

(a) £56,045,582 being the aggregate of the amounts which the Council estimates for the items set out in section 32(2)(a) to (e) of the Act.

(b) £40,929,480 being the aggregate of the amounts which the Council estimates for the items set out in section 32(3)(a) to (c) of the Act


(c) £15,116,102 being the amount by which the aggregate at 6(a) above exceeds the aggregate at 6(b) above, calculated by the Council, in accordance with section 32(4) of the Act, as its budget requirement for the year

(d) £9,272,847 being the aggregate of the sums which the Council estimates will be payable for the year into its general fund in respect of redistributed non-domestic rates, revenue support grant and collection fund surpluses & deficits.

(e) £153.41 being the amount at 6(c) above less the amount at 6(d) above, all divided by the amount at 5(a) above, calculated by the Council, in accordance with section 33(1) of the Act, as the basic amount of its council tax for the year

(f) £304,182 being the aggregate amount of all special items referred to in section 34(1) of the Act

(g) £145.42 being the amount at 6(e) above less the result given by dividing the amount at 6(f) above by the amount at 5(a) above, calculated by the Council, in accordance with section 34(2) of the Act, as the basic amount of its council tax for the year for dwellings in those parts of its area to which no special item relates

being the amounts given by multiplying the amounts at 6(g) and 6(h) above by the number which, in the proportion set out in section 5(1) of the Act, is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in valuation band D, calculated by the Council, in accordance with section 36(1) of the Act, as the amounts to be taken into account for the year in respect of categories of dwellings listed in different valuation bands.

7. That it be noted that for the year 2010/11, Nottinghamshire County Council, the Nottinghamshire Police Authority and the Combined Fire Authority have stated the following amounts in precepts issued to the Council, in accordance with section 40 of the Local Government Finance Act 1992, for each of the categories of dwellings shown below:

8. That, having calculated the aggregate in each case of the amounts at 6(i) and 7 above, the Council, in accordance with section 30(2) of the Local Government Finance Act 1992, hereby sets the following amounts of council tax for the year 2010/11 for each of the categories of dwellings shown below:

An amendment was moved by Councillor Pulk and seconded by Councillor W J Clarke in the following terms:-

That the Council has the following objections and proposals to the estimates
submitted by Cabinet, and it requires the Cabinet to reconsider those estimates in the light of these objections and proposals, and report back to Council within five
working days after the day of this meeting.

1. The deletion of car-parking charges +£375,000
The removal of the summer refuse service -£155,000
The removal of the Economic Development Officer budget -£40,000

2. To make a revenue contribution to capital expenditure in the sum of £40,000 to finance a two-year Economic Recovery Fund to be used for the provision of grants to groups and projects in areas most affected by the recent economic downturn.

3. That the Band D Council Tax for Gedling Borough Council be increased by 2.25%.

4. That Parish Aid be removed with effect from 1 April 2011.

A request for a named vote was made by 2 Members and upon the Mayor putting the amendment to the meeting the voting was as follows:-

The Mayor declared the amendment defeated.

A further amendment was moved by Councillor Hughes and seconded by Councillor Wright in the following terms:-

That the Council has the following objections and proposals to the estimates
submitted by Cabinet, and it requires the Cabinet to reconsider those estimates in
the light of these objections and proposals, and report back to Council within five
working days after the day of this meeting.

1. That changes be made to car-park charging as follows:
• First hour free
• £1 for next 3 hours
• £10 for more than 4 hours +£220,000
The removal of the summer refuse service -£155,000
The reduction of the Town Twinning budget -£12,000
That Special Responsibility Allowances are reduced -£24,000
That the budget for Shows be reduced -£40,000
That the Mayor's budget be reduced -£23,000
That the Members Pot budget be removed -£25,000
That glass recycling be reorganised -£20,000
That the budget for hospitality be reduced -£2,000
That charges for pre-planning advice be introduced -£14,000
That free collection of fridges and freezers be introduced +£15,000

2. That the Band D Council Tax for Gedling Borough Council be increased by 1.00%.

3. That this Council re-affirms its commitment to contribute £40,000 per year for 10 years to the Gedling Country Park project as soon as that project is ready to go ahead.

4. That this Council resolves to investigate a project for the instalment of Ground Source Heat Pumps and/or other renewable energy sources to generate energy for the Civic Centre.

For the amendment:
