68Question received in the name of Councillor W.J. Clarke: -

"Could the Leader please tell us if there is any way in which Gedling Borough Council can help to improve the gritting service in cold weather?

Could he also tell us where Gedling Borough Council's gritting stocks are kept?"

Councillor R.F. Spencer replied in the following terms:-

We offered the services of the refuse and street cleansing crews to help out gritting during the bad weather but the shortage of salt stocks prevented the County Council from taking up this offer.

We have also suggested that the grit bins are transferred to us and that we would maintain these under a service level agreement. Discussions will be taking place shortly to discuss this in more detail.

When the highway agency transferred to the County Council in 2005 the number of grit bins was reduced by the previous Labour administration at County Hall and we are seeking to get these restored.

Gritting of roads in the Borough is undertaken from the County Council depot at Gamston. They keep a large supply of salt here for Rushcliffe, Gedling and parts of the Newark area.

Here at Gedling we have a very small stock of grit for our car parks, parks and cemeteries. We have recently purchased a gritting spreader which attaches to the back of one of our tractors. This will make our own gritting operation in these areas much quicker and more efficient.

Question received in the name of Councillor P Feeney: -

Nottinghamshire County Council's decision not to grit side roads caused major disruption to our refuse collection service in December and January. This service cut back caused major interference to road safety, especially in the hilly area of the borough such as Carlton.

Has the Leader of the Council expressed this Council's concerns to Nott's CC on the recent shortfalls of this vital road safety service?

Councillor R.F. Spencer replied in the following terms:-

I did raise with the leader of NCC at the time of the bad weather in January my concerns at the lack of gritting in the Borough.

When we had the highway agency we generally carried out a "primary grit" of the main roads and all bus routes. However we were often instructed before snow fall was expected to undertake a "secondary grit" of all the hilly side roads and following snowfall these areas were treated again with the lorry having a snow plough attached.

It is now the responsibility of the County Council to carry out this function and no doubt they will be reviewing this service in response to the problems experienced last month.

Following the bad weather, we caught up as quickly as possible with the refuse services and I would like to pass on the thanks of the Council to the refuse staff in Direct Services.
69In respect of minute 60 of the meeting of the Cabinet held on 14 January 2010 it was moved by Councillor R.F. Spencer and seconded by Councillor Tait that the Prudential Indicators and Limits for 2010/11 to 2012/13 as detailed in Appendix 1 to the report, which had been set with due reference to CIPFA's Prudential Code, under the Local Government Act 2003, be approved.

The Mayor put the proposition to the meeting and declared the same carried and it was:-

To approve the Prudential Indicators and Limits for 2010/11 to 2012/13.


In respect of minute 30 of the meeting of the Personnel & Resources Committee held on 15 February 2010 it was moved by Councillor J J Spencer and seconded by Councillor Parr that the date of the Environment and Licensing Committee be altered from 9 March to 30 March 2010.

The Mayor put the proposition to the meeting and declared the same carried and it was:-

To alter the date of the Environment and Licensing Committee from 9 March to 30 March 2010.
