That the minutes of the meeting held on 9 February 2005, be approved as a correct record and signed by the Mayor.
55 DECLARATION OF INTERESTS.
 
56 COUNCIL TAX 2005/2006
RESOLVED:

1. To adopt the recommendations contained in Minute 145 of the meeting of the Cabinet held on 10 February 2005 with regard to the Capital Programme and Housing Investment Programme 2005/06.

2. That the Base Estimates & Service Plans, along with the revenue growth proposals for 2005/06, referred to in Minute 146 of the meeting of the Cabinet held on 10 February 2005 be approved.

3. That the sum of £224,077 be taken from General Fund Balances in 2005/06 to support General Fund revenue expenditure in that year.

4. That it be noted that the Finance Portfolio Holder determined on 13 January 2005, the following amounts for the year 2005/06 in accordance with regulations made under section 33(5) of the Local Government Finance Act 1992.

(a) 37,647.02 being the amount calculated by the Council, in accordance with regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992, as its council tax base for the year.

being the amounts calculated by the Council, in accordance with regulation 6 of the Regulations, as the amounts of its council tax base for the year for dwellings in those parts of its area to which one or more special items relate.

5. That the following amounts be now calculated by the Council for the year 2005/06 in accordance with sections 32 to 36 of the Local Government Finance Act 1992:

(a) £49,262,708 being the aggregate of the amounts which the Council estimates for the items set out in section 32(2)(a) to (e) of the Act.

(b) £37,192,177 being the aggregate of the amounts which the Council estimates for the items set out in section 32(3)(a) to (c) of the Act

(c) £12,070,531 being the amount by which the aggregate at 5(a) above exceeds the aggregate at 5(b) above, calculated by the Council, in accordance with section 32(4) of the Act, as its budget requirement for the year

(d) £7,011,999 being the aggregate of the sums which the Council estimates will be payable for the year into its general fund in respect of redistributed non-domestic rates, revenue support grant and collection fund surpluses & deficits.

(e) £134.37 being the amount at 5(c) above less the amount at 5(d) above, all divided by the amount at 4(a) above, calculated by the Council, in accordance with section 33(1) of the Act, as the basic amount of its council tax for the year

(f) £263,808 being the aggregate amount of all special items referred to in section 34(1) of the Act

(g) £127.36 being the amount at 5(e) above less the result given by dividing the amount at 5(f) above by the amount at 4(a) above, calculated by the Council, in accordance with section 34(2) of the Act, as the basic amount of its council tax for the year for dwellings in those parts of its area to which no special item relates

being the amounts given by multiplying the amounts at 5(g) and 5(h) above by the number which, in the proportion set out in section 5(1) of the Act, is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in valuation band D, calculated by the Council, in accordance with section 36(1) of the Act, as the amounts to be taken into account for the year in respect of categories dwellings listed in different valuation bands.

6. That it be noted that for the year 2005/06, Nottinghamshire County Council, the Nottinghamshire Police Authority and the Combined Fire Authority have stated the following amounts in precepts issued to the Council, in accordance with section 40 of the Local Government Finance Act 1992, for each of the categories of dwellings shown below:

That, having calculated the aggregate in each case of the amounts at 5(i) and 6 above, the Council, in accordance with section 30(2) of the Local Government Finance Act 1992, hereby sets the following amounts of council tax for the year 2005/2006 for each of the categories of dwellings shown below:

56Consideration was given to the recommendations of the Cabinet (minute nos. 145 and 146) dated 9 February 2005, together with the report of the Leader of the Council on Council Tax levels for 2005/06

A proposition was moved by Councillor R.F.Spencer and seconded by Councillor Gollop in the following terms;-
