RESOLVED:

That the minutes of the above meeting, having been circulated, be approved as a correct record and signed by the Mayor.
84 DECLARATION OF INTERESTS.
 
85 TO CONSIDER, AND IF APPROVED, ADOPT THE RECOMMENDATIONS OF THE CABINET DATED 16 FEBRUARY 2006 AND SET THE COUNCIL TAX FOR THE BOROUGH YEAR ENDING 31 MARCH 2007.
RESOLVED:

1. To adopt the recommendations contained in Minute no 168 of the meeting of the Cabinet held on 16 February 2006 with regard to the Capital Programme and Housing Investment Programme 2006/07.

2. That the General Fund Revenue Budget and Performance Plan 2006/07, along with the revenue growth proposals for 2006/07, referred to in Minute 169 of the meeting of the Cabinet held on 16 February 2006 be approved.

3. That the sum of £285,777 be taken from General Fund Balances in 2006/07 to support General Fund revenue expenditure in that year.

4. That it be noted that the Finance Portfolio Holder determined on 16 January 2006, the following amounts for the year 2006/07 in accordance with regulations made under section 33(5) of the Local Government Finance Act 1992.

(a) 37,931.32 being the amount calculated by the Council, in accordance with regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992, as its council tax base for the year.

being the amounts calculated by the Council, in accordance with regulation 6 of the Regulations, as the amounts of its council tax base for the year for dwellings in those parts of its area to which one or more special items relate.

5. That the following amounts be now calculated by the Council for the year 2006/07 in accordance with sections 32 to 36 of the Local Government Finance Act 1992:

(a) £48,471,200 being the aggregate of the amounts which the Council estimates for the items set out in section 32(2)(a) to (e) of the Act.

(b) £35,080,677 being the aggregate of the amounts which the Council estimates for the items set out in section 32(3)(a) to (c) of the Act

(c) £13,390,523 being the amount by which the aggregate at 5(a) above exceeds the aggregate at 5(b) above, calculated by the Council, in accordance with section 32(4) of the Act, as its budget requirement for the year

(d) £8,138,834 being the aggregate of the sums which the Council estimates will be payable for the year into its general fund in respect of redistributed non-domestic rates, revenue support grant and collection fund surpluses & deficits.

(e) £138.45 being the amount at 5(c) above less the amount at 5(d) above, all divided by the amount at 4(a) above, calculated by the Council, in accordance with section 33(1) of the Act, as the basic amount of its council tax for the year

(f) £275,900 being the aggregate amount of all special items referred to in section 34(1) of the Act

(g) £131.18 being the amount at 5(e) above less the result given by dividing the amount at 5(f) above by the amount at 4(a) above, calculated by the Council, in accordance with section 34(2) of the Act, as the basic amount of its council tax for the year for dwellings in those parts of its area to which no special item relates

being the amounts given by multiplying the amounts at 5(g) and 5(h) above by the number which, in the proportion set out in section 5(1) of the Act, is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in valuation band D, calculated by the Council, in accordance with section 36(1) of the Act, as the amounts to be taken into account for the year in respect of categories of dwellings listed in different valuation bands.

6. That it be noted that for the year 2006/07, Nottinghamshire County Council, the Nottinghamshire Police Authority and the Combined Fire Authority have stated the following amounts in precepts issued to the Council, in accordance with section 40 of the Local Government Finance Act 1992, for each of the categories of dwellings shown below:

85Consideration was given to the recommendations of the Cabinet (minute nos. 168 and 169) dated 16 February 2006, together with the report of the Leader of the Council on Council Tax levels for 2005/06.

A proposition was moved by Councillor Gollop and seconded by Councillor R.F. Spencer in the following terms:-

1. To adopt the recommendations contained in Minute 168 of the meeting of the Cabinet held on 16 February 2006 with regard to the Capital Programme and Housing Investment Programme 2006/07.
