After Consideration it was:-

RESOLVED:

1. That Option 2 as set out in the report be agreed for the reasons in the report.

2. That the 6-week consultation process outlined in the report, including public meetings in Ravenshead and Calverton, be agreed.

3. That the Statement of Decisions and Proposed Modifications for the Replacement Local Plan be recommended to Council for adoption for the purposes of the consultation.

109Consideration was given to the following report of the Head of Planning and Environment setting out and explaining options for the replacement Local Plan adoption process, proposing a draft statement of decisions and proposed modifications for the replacement Local Plan and proposing a further consultation process to deal with the modifications.

The further consultation would include public meetings in Ravenshead and Calverton.

The options outlined in the report were:

i) Option 1 - to base the replacement Local Plan on the emerging Joint Structure Plan being prepared by Nottingham City Council and Nottinghamshire County Council, in particular the reduced housing land and increased employment land requirements being proposed for that Plan.

ii) Option 2 - to continue to base the replacement Local Plan on the Adopted Structure Plan and then review it under the new Local Development Framework system.

iii) Option 3 - to abandon work on the replacement Local Plan altogether and start work on the new Local Development Framework.

iv) Option 4 - to adopt part of the replacement Local Plan unaffected by proposals emerging from the Joint Structure Plan process.


A letter had also been submitted to members from the Clerk to the Joint Parish Councils (GAG5) expressing their opposition to the recommendations contained in the report. The letter urged the Borough Council to re-think and suggested that authorities within the Joint Structure Plan would accept the 2004 figures.

The letter indicated that if the Borough Council accepted Option 2 contained in the report, then GAG5 would make a legal challenge and urge the Government Office to call in Gedling's Local Plan. A call for a second Public Inquiry would also be made.
