28Michael Price, on behalf of the Independent Traders in Arnold, presented a petition of 3,000 names against the proposed introduction of car parking charges.

The Head of Direct Services submitted a report that updated Members on the results of consultations that had been held for determining the charging structure for the introduction of Pay and Display in certain car parks in the borough.

30The Head of Direct Services submitted a report that proposed a new Traffic Management Plan for Arnot Hill Park, commencing at the end of January 2007.

The Chief Executive advised that in view of the fact that the proposal to introduce parking controls in the park had been linked to the original proposal to introduce charging for parking in Arnold, following the decision to defer the introduction of car parking charges it would not now be necessary to expend resources in putting in place a traffic management scheme for Arnot Hill Park.
31The Head of Direct Services advised the Cabinet of Severn Trent Waters activities with regard to the status of the piped surface water systems and the possible impact on this Council

34The Head of Direct Services submitted a report on the introduction of Decriminalised Parking and Impact on Off Street Enforcement.

The report highlighted the fact that the programme produced by the County Council had slipped and the expected implementation date was now April 2007.

In light of the information received, the Head of Direct Services had been looking at the options for the Council as to whether to continue or delay this project. The options available were included in the report.
